On an iphone 7plus can you use voice control while bluetooth headphones are on? I can send a text and also voice control in the address bar search because there is a microphone icon there.

Hmm, it may depend on the type of bluetooth headphones. If they do not have a microphone, it is difficult to say whether or not the iPhone's microphone would continue to work. Try it and see.
If you have AirPods as your headphones it would work because they contain a microphone:
