After the last update of Sur 11.3.1 operating system, everytime I make a print request if wants to save to a PDF in my documents then I have to go to Documents and print from the PDF file. Why and how do I fix?

Boot into Safe Mode according to Start up your Mac in safe mode - Apple Support and test to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
Just so we're on the same page did the problem persist while in Safe Mode?
Log into a basic (no 3rd party software added for that account) admin user account, Set up users, guests, and groups on Mac, and see if the problem persists. This tells us if the problem is limited to your user account or is system wide.
Old Toad's suggestion is a good one. You can temporarily enable the guest user, login as guest and try to print from Chrome. You do not need to actually print anything, just check if the option is there or not.
If it is there, then you'll know that the problem is only in your user account.
To save some time going forward, you may as well run Etrecheck and post its report here.
Apple menu -> System Preferences -> Keyboard -> Keyboard shortcuts may be mapped wrong.
Is this happening in Chrome by any chance? Did you try it in other applications? I ask because there was a thread recently and it was determined that this only happened in Chrome.
I do use chrome, my word, excel and power point all seem to print fine along with the PDF files. I have to convert or save emails and other files as PDF and go to the documents and print them from there.
The mapping was not the solution. I still have to save to a PDF then print the PDF
safe start did not fix the problem
Do not shoot me - is there a Printer connected via USB or AirPrint. Is the request to print being Directed to said Printer ?
I am the only user of this computer and the only one setup with no guests.
