I have a mid-2010 Mac Pro, can I UPGRADE TO OS.14 FOR MAC
MacBook Pro 13″, OS X 10.11

You need to make sure you have a compatible graphics card:

https://discussions.apple.com/docs/DOC-13571 - explains how to upgrade to Mojave once you do.
You can't though run Catalina or Big Sur on that Mac.
