When I tap the app, either on home screen, or in settings, or in app library I never get the option to delete the app.

Go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.

Press and hold it, options will come up.
I did that it will only delete it from the home page but it stays in the library. It does not give me the Delete option when I do it in the library.
Go to Settings->Screen Time->Content & Privacy Restrictions->iTunes & App Store Purchases and make sure "Deleting Apps" is set to "Allow".
