Because I’m a user just like you. This is a user-to-user forum; no one here has any power to change anything about the way any Apple product works.
As to why Apple doesn’t change it, again this is a user-to-user forum, so no one here can possibly answer any question that begins with “why”. But I’ve got a pretty good idea why iPhones and Samsung phones (and most other manufacturer’s phones) cannot connect to 5G networks when both SIMs are enabled: the 5G hardware chip that is used in almost all 5G phones does not support it.
