How to disable Switch control and Adaptive Touch Accommodations without voice?

iPhone 6s is locked and the touch screen is not working to put in the passcode. I think someone messed with the phone because Switch Control is enabled and Touch Accommodations are enabled when I triple click the home button. But the problem is, my touch does not do anything to de-select either option. It seems to be auto-scrolling upwards. I tried to press and hold side and home button to try and activate Siri, but she’s not doing anything so I can’t use voice controls to disable it. So I can’t even put in the PIN to get into the phone. Any ideas?

It seems like you might have already completed the steps in the section "Turn Switch Control on or off" Use Switch Control to navigate your iPhone, iPad, or iPod touch, but let's double-check. this link will guide you through how to shut off and use Switch control. The triple-click on the side button must be done in a very quick succession. If you can't turn it off, you can use the above link to try to use Switch Control to enter your passcode.

When I triple click the home button, the Switch Control option comes up but the touch screen does not work because it says "Hold Duration is Enabled. Touch the 'Touch Accommodations' button in the menu for at least 0.1 seconds to disable". However the screen is not responsive to my touch at all. (my screen has no damage and was working fine). Its almost like Switch Control is stuck on like an auto scroll up while Touch accommodations is stuck at the same time.
