Apple ID login problem

I used to use Apple products years ago. At that time I used a certain email address that I still use. I have never had an issue with my email being hacked. I am now in the process of going from an Android phone to an iPhone. Someone at some point set up an Apple ID using my email address. It appears to be a woman in France with my same last name, which is the name of my email address. Apple ID allowed me to change the password because it was able to send me an email with a link for changing the password. I changed the password and that allowed me to go to the next step where Apple wants me to answer a security question which the woman must have setup because I can't answer it. I'm stuck. Apple ID will not let me go further. What do I do? I want to use this email address because several apps I used on the Android will carry over info to the iPhone if the email address matches.
