Unauthorized user signed in on my apple id

So I got a notification that a new device that isn’t mine logged in to my Apple ID. I managed to change my password but it is telling me my security questions are wrong. I can’t change my question I have tried multiple calls into support and apple store and all the websites and it tells me I can’t reset them. Support is telling me there is pretty much nothing they can do. They can’t disregard the device. Any suggestions on what to do? Someone had mentioned setting up a new email and having them back my phone up and change the Id to the new email and basically start over.

If you can't reset your security questions and Apple ID Support refuses to help, there may not be any option but to start over again. That does mean your will lose access to a lot of your data and all previous purchases. If you are the original owner, take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store.

Once you get the old ID removed, create a new ID, sign into the phone, and see if you can recover any of your data.
