MacBook Pro is working fine, however, the Touch Bar is all black and is not lighting up. When I touch it, it functions normal but still no light.
I've tried restarting, no go //
Tried holding the power button for 10 seconds // still no go
Tried reset SMC by pressing shift, control, alt and power for button for 7 seconds // still no go
How do we resolve this issue?

It looks like you've done some great steps to address the issue so far. From the troubleshooting steps you listed, it seems the steps to reset the SMC we would want to try again. You want to press and hold Control + Option + Shift keys for for at least 7 seconds, then press and hold the power button and continue to hold all 4 keys for another 7 seconds, then release them. You then would wait a few seconds before turning the Mac back on. Take a look at the exact steps in this helpful article:

Thanks for keeping us updated on this. If resetting the SMC with the above steps didn't work, one other thing to try would be to boot the Mac into safe mode to see if the behavior stays the same. Take a look at how to boot into safe mode here:
