About apple watch family sharing

I want to give my grandparents a pair of apple watch, so i can monitor them in case of emergency, they have medical conditions like irregular heart rhythm,

can they use the ECG, Blood oxygen app?

and can we contact them thru there apple watch? And how?

The following features are not available through family sharing;

irregular heart rhythm notifications, ECG, Cycle Tracking, Sleep, Blood Oxygen, Podcasts, Remote, News, Home and Shortcuts.
