Unable to make in app payments with my bank card

Hi, I paid for an online class on Udemy and was debited for it. But when I went to the app, it says The payment was declined and I haven’t paid. But I have not been refunded. Please how do I solve this issue and the class is a time sensitive one and I need to start as soon as possible.
