How can I restore my contacts
So mu son accidentally deleted my contacts from my iCloud and my iphone and I want to get them back what can I do

On an iPad or on a computer, go to iCloud.com and sign in. Then click on Account Settings. In the bottom left corner of the website there is an option to restore contacts. Try that and see if your contacts return.
On your phone make sure that you turn on contact syncing again in Settings>Your Name>iCloud>Apps using iCloud>Contacts>On.
