I think that you are misunderstanding. If you want to rotate emails. Simply open the email or the mail app and turn the screen to landscape after you have unlocked orientation as Ckuan explained. If you want to rotate photos, you have to do that in the photos app. Tap a photo that you want to rotate and then tap the Edit button to uncover the tools available in the app.

Note: The Home screen cannot be rotated.
You can test rotation using apps like Calculator, Mail, Messages, Photos, etc.
Need to rotate photos & emails etc
You do that within those apps, there is not control to rotate anything in Control Center.
With app open pull down control center??? Then what???
NO, Control Center has nothing to do with it. If you are using the Photos app it has its own tool to rotate a photo. If you are trying to rotate the screen you need to rotate the phone.
