I can’t download any apps

So I am trying to download an app that doesn’t cost money. My boyfriend says he has tried to same thing. But goes to payment options. My card has money on it but the app doesn’t cost anything. And I don’t have another to use. It won’t let me download any apps at all. What do I do?
