Apps running in background even with background refresh turned off

I have a few different apps that the iOS battery usage graph shows as running in the background despite having background refresh off. How do I stop apps from running in the background and using battery?

Was the App not closed and still active?


From the Home Screen, swipe up from the bottom of the screen and pause in the middle of the screen. Swipe right or left to find the app that you want to close. Swipe up on the app's preview to close the app.11-Mar-2021
