What to do if my case just keeps blinking white and doesen’t change.
In Bluetooth on iPhone, I pressed "forget my device" and now it can't find it.
I have tried to reset the airpods and this makes no difference.

Are you trying to complete the setup by holding the case open with AirPods inside near your iPhone? That should open the connection thing for you to authorize the connection. AirPods use Bluetooth but first connect outside of Bluetooth settings the same way an Apple Watch is first connected.

Hmm… Just to make sure we are fully on the same page you are also doing that with the iPhone on its Home Screen and not within an App or locked? I mean no offense and am assuming yes but want to be sure. This article has a few more things to try such as making sure the AirPods are actively charging. If your AirPods won't connect - Apple Support
I think your next step should be trouble shooting. Try to Set up AirPods with your Mac and other Bluetooth devices - Apple Support
If you have an old iPhone or an iPad to try connecting to you could switch to your current iPhone if it successfully connects. Switch AirPods between iPhone and other devices - Apple Support
If none of that is successful I would move to contacting Apple Support: https://getsupport.apple.com/GetproductgroupList.do?caller=ikb
and would also check out AppleCare+ for AirPods: https://www.apple.com/support/products/headphones/ if this was a recent purchase.
Hi Scott - yes I am but the connection screen doesn’t come up at all. The case blinks white continuously when both AirPods are in it and it is open. It stops when I take the right one out but I still can’t connect anything, even with just left one in there.
