I have the Apple TV connected to Yamaha receiver then output of receiver goes to Panasonic tv. The Siri remote will turn everything off without issue.
When turning the system on only the Apple TV and Panasonic tv will turn on. Has anyone else figured out the proper settings to get everything to power on with the Siri remote?

Since the receiver is turning off when the HDMI-CEC option is turned off, you'll want to see if there might be a firmware update for your tv itself next if you're wanting it to have it set up that way.

It is updated. I’m using HDMI-cec. Yes I can also program it manually.
if I turn off hdmi-cec option on the tv the receiver will turn on with the Apple TV.

That is correct
Everything is updated and tv turns on and off with hdmi-cec when enabled.
the connection is as follows.
appletv to receiver hdmi 1 input then hdmi output to the tv.
