When printing from Mac Phono app I'm getting this message. An internet connection is required to download larger versions of these items for printing." I can print from other applications on the MAC. Currently running Big Sur 11.3.1

That message tells us that you have the iCloud Library enabled along with "Optimize Mac Storage". The photos you're trying to print only have smaller, optimized versions in the library and must download the full sized version before it can be used to print, in a project or used outside the library.
