Why is Continuity for Markup not working?

I'm trying to annotate a file on my iPad Air 4 using my Apple Pencil while reading from the same file on my 2018 MacBook Pro 13". Clearly, using Continuity Markup, as described in this page (https://support.apple.com/en-us/HT204975), is the solution for me. However, when I get to Step 2 of the directions for Continuity Markup, I simply do not have that annotate button. Instead, I have this:

When I click on this button, my iPad tries to open a Preview window to annotate the document but the document never loads and the application quits to the home screen. Why is Continuity not working?

saketbakshi,

Thank you for keeping us posted. Based on the additional details that you've provided, the Continuity features of your Apple devices are working.

It does sound like the issue is file-specific. Did you created the file, or was it given to you?

Would you please create a new PDF file, then check if you can use Continuity Markup on the new file?

These details can help us further isolate the issue.

Hello,

I had a smaller file work perfectly fine. With that file (about 70 MB in size), I had no problems marking up my document on my iPad while seeing the live changes on my MacBook. With the previous file (about 190 MB in size), however, Continuity for Markup still does not work.

Handoff, Sidecar, Continuity Sketch, Continuity Camera, Airdrop, and Universal Clipboard still all work fine, too.

Thanks.
