Safari not showing cookie banner on some websites

On some websites Safari is not showing the cookie banner / notification which makes the site unusable. For example https://www.mit-dem-rad-zur-arbeit.de/

I disabled my AdBlocker with no effect.

Here you can see the banner but it is empty. Sometimes there is just a gray layer on top of the page.

When I open websites like this one in Firefox/Chrome/Brave Browser, the banner is working correctly. Is there a way to fix this?

Yes thats the one. This is how it looks for me:

Funny thing is, I went back to the page to create the screenshot and it suddenly worked. Suspecting my AdBlocker but I do not get consistent results.. I will try all the stuff you posted as a solution though. Thank you!
