You do not have to actually active and use cellular data on a WiFi + Cellular ipad. One advantage of the iPads with cellular is they have a proper aGPS chip set and system. WiFi only iPads to not have aGPS.

iPads from Apple will not ship with any active cellular service set up. You do that yourself when you get it, or simply chose not to.

You'll need some way to get onto the Internet.

Do you own a smart phone with a cellular phone plan with a phone that has a built-in WiFi hotspot feature to connect your iPad up to, to get Internet access on this iPad purchase from your smart phone?

Why are you considering a purchase of an iPad and how do you plan to use without some sort of pay monthly Internet connection plan?

Then you can just purchase a WiFi ONLY iPad and NOT worry, at all, about any other cell carrier charges.
