The iCloud Photo Library is. syncing service, designed to keep your entire photo library the same between iCloud and your devices.

Again... a syncing service. You can't clear out one part of a two part synced service.

If iCloud is full, remove some content or purchase more storage.

You can optimize photos on your device but not on iCloud.
