charging screen blinks red then turns off/not charging on my ipad.

I can't charge my ipad. The charging screen shows a blinking red battery then turns off. I have tried forced restart and no luck. Tried cleaning the ports and using a different charger. It won't turn on either. Any one have any advice? I would appreciate it.
