Restore full security to my MacBook Pro

I was trying to start from an external disk. I was having trouble, so I used the Startup Security Utility and chose no security. Now, I can't change it to Full Security-- message says I have to download something?

Startup Security Utility Hi there, just got a new MacBook Pro 14inch with the M1pro. I want to allow ''user management of kernel extensions from identified developers'' in ''Security & Privacy'' But I just can't find a way to do it. Here's what I do : 1. Shut down the Mac 2. Press and hold the power button until you see “Loading startup options” 3. Click Options 4. Click Continue * If asked, select a user > Click Next > Enter password for admin account 5. In the menu bar at the top, Select Utilities > Startup Security Utility 6. Select the startup disk * If the disk is encrypted, Click Unlock > Enter Password > Click Unlock 7. Click Security Policy 8. Select Reduced Security 9. Put a check next to “Allow user management of kernel extensions from identified developers” 10. Click OK 11. Enter admin password > click OK 12. Once changes are applied, click the Apple icon and Restart But at the step 5, I always get this message error : ''Security settings cannot be changed. In order to change security settings, please power off your mac and then hold the power button to startup macOS Recovery.'' What should I do? I already tried to reinstall macOS Monterey (I cannot install Big Sur because my mac came with Monterey. I'm pretty sure it's a bug

How do i access startup security utilty on my MacBook Air 2020? I can't figure out how to get back to the utility security to change my settings? Anyone know how to do it?

Thanks for trying, but this article didn't give me any way to solve the problem. I called Apple Support, and a representative was able to help me.
