why can't I share my Apple Card with my family who are listed in the family share account.

If you have followed all of the steps provided in the support document that I provided, then you need to contact Apple Support for assistance.
please read my question carefully .. The error message I am getting is before you can define co-owner or any other role.
I am getting this error message at the very first step where you have to pick your family members who are defined as adults or parents etc.
The system would not let me pick anyone from my family group to add them to share my card, So I can not make them co-owner or any other role if I can not pick them from the list .
when try to share my card .. the family listed are "Unavailable for Sharing " why
