Bookmarks not syncing after Mac restore..only sync 1 way

I had to do a complete restore on my Mac Air and after cannot get bookmarks to sync across devices. Bookmarks are fine on iPhone and iPad but do not appear on the Mac. If I add a test bookmark on the Mac, it does appear on the other 2 devices but if I add a test bookmark on one of the other devices, does not appear on the Mac. I did all the suggested on/off's and restarts. All the other iCloud sync seems fine...contacts, pictures, iMessage etc. Any suggestions?
