Can the 13.3-inch MacBook Air 1.1GHz dual-core Intel Core i3(2020) handle Photoshop? I've read various reviews and watched videos and some say yes, some say no the MacBook will overheat. Can someone who has this laptop and uses Photoshop on it please give me some input.

Check out this article: Photoshop system requirements, specifically under the macOS section. There you will see the recommended system requirements for Photoshop on macOS. Based on that it does say "2 GHz or faster processor with SSE 4.2 or later". While you may still be able to run Photoshop on your particular MacBook Air, you may experience slowness or lag.
