Can't sign in to Apple ID, don't have any Apple device left

So someone gave me a iPhone 4s 16gb and I tried to login to my Apple ID.

It keeps failing by saying "Fill in your password followed by the code we sent to your other devices".

The problem: my iPad is broken because of a hardware issue, and it won't let me send to my phone.(nokia)

I have tried:

• disabling 2FA, which failed, because my ID was made after iOS 11
