iPhone 7 “no service” sim registration fail fault

It’s been identified by the Apple Shinsaibashi here in Ōsaka that my iPhone 7 is suffering from the known factory fault of SIM card registration failure however because it is an Australian model, they won’t replace or repair unless I pay the very expensive cost.

Does Apple have any intention of recognising that the fault clearly exists in more phones than those listed in their program for this issue and repairing/replacing these faulty phones?
