Big Sur (11.4) on M1 Macbook Pro. Migration Assistant says, "This Mac can't be used to migrate data. Due to an issue with unlocking this system, you can't migrate. Please update this Mac and retry." One dialog button that says OK.

Thanks for keeping us in the loop with what you're encountering.
If you're looking to carry over keychain data specifically, the following page offers an alternative through iCloud that may be helpful: Set up iCloud Keychain
If you've already setup the new Mac, when you migrate data it will be moved into a user account separate from the one you've already set up. During setup, you may also have enabled File Vault. Open System Preferences, and click Security and Privacy to see if it shows disk encryption is still in progress. If so, it can take awhile, but we'd recommend trying Migration Assistant again after it's complete, as this could explain the message you're seeing.

Is the M1 MacBook Pro the destination you're trying to migrate to? Are you migrating from another Mac, or a Time Machine backup?
If from another Mac, can you tell us the macOS version installed there?

Yes, specifically, I would like to migrate my Keychains from a 2012 Macbook Pro with Mojave 10.14.6 to my new Macbook Pro M1. There is a lot of information stored there that it won't allow me to export. However, I get this message when I start Migration Assistant on the new Mac, even before asking what source computer I would like to migrate information from.
