How about in Safe Mode - Shift - immediately at startup. It will do a Repair Disk, clear cache files and only load Apple Software, extensions and Fonts. Loads slowly - normal. Does the Maps application function as expected? If is does work - then there might be an issue within the User Account.

Welcome :-) Have you restarted normally ?
If Yes, is the Maps app now working properly ?
If not - the real issue is in your User account.
Then suggest you take the advise of @Luis Sequeira1and create and New Test account
