Billing about a wrongful charge

How to contact billing customer service because it’s saying I have a subscription that needs payment when I do not. Won’t let me download free apps, which is the only apps I download, free

Billing charges I’m getting tired of it trying to make me change my billing information, I canceled all of my subscriptions and yet they are still trying to charge me $4.98, which the card selected is my cash app card and I drained my cash app of all its money. And now I’m trying to download an app that is free and it won’t let me until I change my source of billing and I have no other I am only 15 so I have no need for any other form of money then cash.
