She (or the app) has turned on voiceover. Go into Settings > Accessibility and turn it off.

Contact Apple Support:
Thank you for the update - I'd say contact Apple Support.
Apple Support Contact Info:
Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. And that makes sense because with the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)
Screensharing with the Apple Rep:
To easily show this over the phone to the Apple Rep screenshare the camera of your own iPhone or that of your Mac. You'd hover a working phone phone over this phone giving you all the issues, or hover the phone over your iSight Camera of your Mac. Ask some else if you may use their device (iPhone or Mac) to perform this screensharing session, if you do not have one handy. Performing all of this will allow the Apple Rep to see this firsthand form your perspective.

Connect it to a Computer in iTunes:
What happens when you connect it to the computer - does it boot any differently?

How to Give Feedback:
Do your Part: Let Apple know what is going on here - Apple won't get back to you directly, but the more feedback they receive on this, the more they will know what bugs are occurring and what needs to be fixed.
How to Give Feedback:
Not sure. 1 I think. Model A1723
She downloaded an emoji app and now the thing won’t stop talking and won’t let her do anything. When you turn it on it just keeps rapidly talking
It won’t even let us type in her password. Every time you touch the screen black box comes up giving you a tutorial and it won’t go any further than that it just keeps talking
Did you do the forced restart?
Yes The tutorial just started as soon as you turn the phone back on
Access Siri and tell it “Turn off voiceover”.
If you are doing a forced restart you should not be turning on the iPhone, it should be doing it by itself.
It’s still not working because it won’t let me use Siri without the passcode I won’t let me type in the passcode
I’ll try that
No that didn’t work either
Can you more closely define "going haywire"? And is this a first or second generation iPhone SE?
