I moved to the UK from the USA but I still use my USA phone number however I’m unable to download my apps because it still recognises my USA phone. What do I do?

Change your Apple ID country or region - Apple Support
If that fails:
Contact Apple Support
If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support.

Have you changed the Country Region for your Apple ID?
App download has nothing to do with USA Phone Number unless you have chosen Mobile as the Payment Method for the App Store. If you have, contact the Carrier they may have disabled it for you as you are on International Roaming.
