no hand pointing cursor in top right

I have an unusual issue on my iMac that just started a few days ago (around the time of the last update).

When I visit a site that has Account and Log Off in the top right corner and I try to log off, the cursor pointer doesn't turn into the hand pointer when I hover over the Log Off text. Thus, when I click on it, nothing happens. When I hover over other clicktext in the window, the hand appears. It seems to only happen for text in the top right corner. It happens on more than one website.

Anybody else have this issue?
