Verification Failed

I reset my phone settings and my passcode went so i put it back in as the same passcode, then i got “confirm password” so i clicked on it and it says i need this to back up my iCloud but every time i put my password in it says that the “verification failed”. i cant reset my phone as it hasn’t been backed up due to the password confirmation. As well as this when i have tried to reset my phone it won’t let me and won’t load at all
