i think someone else has access to my icloud information and is trying to hack me.

this morning i got a text from apple saying my icloud is being used to restore my photos into the iphone of mr. jack. i have no idea who that is. it was too early for me i still sleeping when i got it so i couldn’t intercept. i already changed my password but i want to make sure they don’t have my photos or access to anything else. please help

What did the text message say? It could have been a phishing text, because that sounds like a really unusual communication to receive from Apple.

Also, when you change your Apple ID password, every device that was signed in is automatically signed out — so you don't have to worry about someone continuing to have access (if there ever was a person in the first place).
