Underlock App Not Downloading from iCloud

When you restore from an iCloud backup, the apps themselves have to be reinstalled from the App Store. So while the icon may be there as your backup file had a reference to that app, the app itself is not on your new phone because it is not available in the App Store any longer.

Unless the app developer is still in business, and is responsive, you’ll not be able to get that app or access your locked data from it.
