activate old iphone

i am trying to put my sim card into an old iphone but it says an update is required to activate it after i reset it how do i do this

update i am trying to use an old iphone which i have had switched off and factory reset for a while now. when i go to turn the iphone on it says unable to activate (an update is required to activiate your iphone). i have plugged into pc to try update through itunes and it now says i need to have a sim card inserted into the iphone which i dont have?
