itunes activation

i have tried to connect my iphone 7 with my p.c. and sync it with itunes to activate my iphone but it keeps repeatedly telling me that it’s unable to activate because the activation server is temporarily unavailable and i’ve tried this multiple times it will not activate , my iphone is plugged into my laptop with the apple charger and my phone says connect to itunes but when it does it doesn’t let me activate
