Photos showing up with “an error occurred while loading a higher quality version of this photo”

I recently got a battery replacement for my phone (6S) and since then, every picture and video on my phone from before the replacement show up blurry with that message and I cannot send them to anyone. All of my photos are backed up under iCloud. I tried all of the other methods (restart phone/airplane mode/force restart) and nothing worked. The only thing I couldn’t try was turning off ICloud photos and downloading original photos, which I can’t do since my photos take up almost as much space as my entire phone. Is there any other way I can fix this issue?
