One family member can't download apps "there is a problem with a family member's previous purchase"
I am the family owner of an adult and two children's family sharing. I can download an app on 3/4 of my family's devices, but one (a child) keeps getting this message: "there is a problem with a family member's previous purchase. Ask the family organizer to update their billing information."
We have 2 payment methods set up on my billing account (the main one being an Apple Card) and there are no outstanding billing issues. I can make purchases. My husband can make purchases. My other child can make purchases (that we approve). The 4th child cannot. I have gone into their icloud accounts and there are no outstanding emails or payments or anything.
Further, we can all download this app and I have tried to download this app on the child's iPad both directly (app store) and from other family members purchases (app store, family member's purchases) and it still says the same error.
We are all updated to the most recent iOS on all devices.
Any ideas how to fix?
