MacBook Air will not turn on

Progress bar. Will move most of the way to the end, stops and see the spinning wheel briefly stops and then starts the process again.

When I turn on my Mac the bar only moves about a third and then a wheel appears. There is no response from the keyboard and the permanent shift key does not light up. The turning wheel first appeared when I tried to access Skype.
