"Developer Tools Access"

I keep trying to load a game called 270 US Election from steam, but it will not load. I keep getting a popup saying, "Developer Tools Access needs to take control of another process for debugging to continue. Enter your password to allow this." Even if I type in my password the game won't load and the popup keeps appearing. Does anyone know what in the world is going on? Any and all help is appreciated. I am on Mojave 10.14.3.
