No phone signal after transfer

Just did a iPhone to iPhone transfer (XR TO 12 pro max), however, the new phone has no signal

Transferring data During setting-up, my new iphone 13 Pro loses connection with my old iphone 7 before it could transfer my data from the old phone. What am I not doing rightly? or not doing at all?

did you take out the sim card of the x and put it into the 12 pro max?
