What sort of things do you want to download? Any content that you synced to iCloud can be viewed by logging in to https://icloud.com, by enabling iCloud on a Mac in System Preferences, or by installing iCloud for Windows.
Content that you backed up to iCloud (as distinct from synced to iCloud - they are completely independent and don’t overlap) can only be restored to another iOS device.
