My old I phone x has a broken black screen. I want to get all my photos from that phone onto my new 12

how do I do that? It did not download them all upon set up

how do i get my photos back from my completely broken phone onto my new phone i broke my iphone 13 mini completely and it doesn't turn on at all, and i want to get my pictures back but i don't know if i have even half of them downloaded into icloud.
