iPhone 12 Pro Max won't sync with iTunes

Recently bought a 12 Pro Max (512 GB). Restored it from my previously saved iPhone. However about half of the music playlists I am trying to put on the phone won't transfer. On iTunes I get the following pop-up:

This iPhone cannot be synced. The required file cannot be found.

However, the playlists do show up on my iPhone but are greyed out and when I try to play it, I get this message:

This song is not synced across your devices. On your Mac or PC, go to Apple Music or iTunes for Windows and in Preferences, select Sync Library.

I did select "Sync Library" at one point but it appeared that it was uploading my music to iCloud and I don't use iCloud and never have. So I stopped the sync.

Anyone have any suggestions?

Hi Old_Soul_Ronin,

Welcome to the Apple Support Communities!

We are happy to help with the issue you are having with syncing your playlists. To confirm, did you restore an iTunes backup or iCloud backup?

It sounds like the music files in your playlists are not located in iTunes currently. Do you use Apple Music or did you purchase your music from the iTunes Store? You might need to Redownload music.

Import music from a computer to Music on Mac here. If you need to turn on Sync Library, learn how Turn on Sync Library with Apple Music here.

Cheers!
