The people working at Apple define “Other” thusly: Other: Non-removable mobile assets, like Siri voices, fonts, dictionaries, non-removable logs and caches, Spotlight index, and system data, such as Keychain and CloudKit Database. Cached files can't be deleted by the system.

Finder and iTunes categorize cached music, videos, and photos as Other instead of actual songs, videos, or photos. Cached files are created when you stream or view content like music, videos, and photos. When you stream music or video, that content is stored as cached files on your device so you can quickly access it again.
Your device automatically removes cached files and temporary files when your device needs more space.
What to do? You can back up, factory reset and reload, and restore. But if this is the entry-level iPad Pro 9.7” configuration with 32 GB, it’s distinctly possible that it’s just full. (You’ve not specified how much storage is occupied for System and Apps and Other. Locally, I’m seeing ~7.3 GB system and ~5.8 GB other, and a whole pile of GBs for apps.) And if it’s just full, those logs and caches and Keychain data and app data files are only going to get re-generated and re-loaded and re-downloaded and re-stored after the reset.
