You cannot.
Click on this link to find out 'How to reset your AirTag' --> https://support.apple.com/HT212251
"An AirTag can be associated with one Apple ID. If you want to use an AirTag that someone else has used, they need to remove the AirTag from their Apple ID first. If the previous user removed the AirTag from their Apple ID but they were out of Bluetooth range of the AirTag, then you need to reset it before you can use it with your devices."
Live track is completely different technology. Live track TRACKS YOU and then tells others; presumably only those you designate and - I suspect - also their “partners” as-described in their TOS.
The risk of data theft or misuse is high.
In Apple’s system, everything is encrypted so that NOBODY involved - not even Apple - can possibly know the location or the tag’s ownership EXCEPT the trusted devices of the AppleID to which the Airtag is registered.
Never said there was a “problem” w/ Live Track …
… only that they use completely different technologies.
1) Garmin’s STILL requires a communications channel back to the Mother Ship (GPS is only 1-way) and,
2) Garmin’s vendors and partners ARE tracking YOU; and — I suspect — monetizing that info
in ways which are not necessarily wholly transparent.
As the location info for you EXISTS, the possibility for it’s leakage, misuse, and exploitation for nefarious means also EXISTS.
In Apple’s AirTag architecture, the info never exists and the separate “bits” can only be “pieced together” by the AirTag’s owner on a “trusted device”
AirTags work by communicating with nearby BlueTooth devices that are enrolled in the FindMy network. What do you mean by "work"? They don't show up in FindMy, or you can't use precision finding? Have you turned off Bluetooth on your iPhone?

As has been explained, Apple doesn't read here for suggestions or feedback. Use the feedback link provided multiple times earlier in the thread to let them know your thoughts.
Dog-tracking might not be the best application of AirTags; it will only track the dog if he/she is quite near another Apple “reporting” device.
A dog loose in the woods - or even in a typical residential neighborhood - will remain “unlocated.” Or position reports might be so spotty and “time-late” as to be not just irrelevant, but possibly counter-productive to the search.
Plus, the poor pooch has to listen to the incessant “chirping” whenever it’s paired AppleID device is not nearby.
While this is helpful to know the limitations and options with the product, this reality is extremely disappointing. I don't understand why I can share the location of all my devices but not my tags. This seems like a massive oversight and even bigger feature limitation. If I had known this I would have bought tiles instead of AirTags. I feel like Apple has gotten worse as a company and their products are less user friendly than they used to be.
I have bought a 4 pack of AirTags with the intention of 2 for my wife's car keys and 2 for for my car keys. If we lose any of these 4 car keys we want to access them through our own apple devices. We have different Apple IDs. Are we able to do this or not?
I just bought a 4 pack of AirTags and quickly realized what a waste of money! As a family we need to know where the car is. Where our keys are. Where the dog is. Not just one of us but both!! Very disappointed. I should have gone with Tile. Come on Apple get with the program I’m sure one of your geniuses can rewrite the program so we can share tags!! Cheers.
I find the AirTags so annoying, I get almost daily notifications that an AirTag is following me!. I know, it’s my wife carrying her car keys or me borrowing said car. The only option I can find is disable notifications from this AirTag for the rest of the day and then in the morning, it starts all over again, you’re being followed by an unknown air tag.
Oh my goodness this is so annoying.
Nonsense this apple
I can share locations with my wife and 3 kids, but not my dog, who is more likely to run off or be kidnapped.
Waste of money if I'm out walking and have to find the wife before I find my dog
We have this exact situation! We need to be able to find the dog no matter who is with her or home.
There are many reasons why you'd want to share it with your family for example:
I have an airtag in my bag, my bag gets stolen or I leave it behind, and my phone is also in there?!
Come on Apple, we really really need to be able to share!
Why do technology companies like Apple (and others, it isn't just Apple) forget that people have spouses/partners or that technology services for families are usually paid for as a family? My spouse's iPhone and mine are on the same carrier account, we should be able to choose to share information.

No one here in this user-to-user forum can answer why Apple does or does not do something. Also, Apple doesn't read here for suggestions or feedback. However, you can let them know your thoughts here:
What I can comment on is that Apple's focus seems to have generally been on individual privacy. And that is something many of us choose to maintain even if we have families or partners.

I was just saying that Apple should fix it, and just emphasizing the point.
That is not the way direct address is usually interpreted in English. My apologies if English is not your native language.
And, you should still submit feedback if the matter is important to you. Saying here that Apple should fix it, regardless of emphasis, is not much more constructive than talking to yourself.
